Reefer contro container

Il numero delle navi portacontainers di nuova costruzione in consegna nei prossimi due-quattro anni ha ingenerato enorme preoccupazione tra gli armatori e gli operatori specializzati in navi reefer. La disponibilità di spazi refrigerati si accinge a crescere del 40% circa ed anche la capacità di box refrigerati - che è già quasi quattro volte quella della flotta reefer - è avviata verso un notevole incremento. Sembra, perciò, che gli operatori di navi containerizzate si stiano preparando a prendere d'assalto il mercato dei reefer.

Ma si tratta di un obiettivo realistico? Dal momento che il mercato della capacità refrigerata è guidato dalla domanda e non dall'offerta, l'analisi di questi elementi numerici di per se stessi conduce ad una rappresentazione fuorviante della situazione. Mentre è un dato assodato che la disponibilità di spazi reefer e la capacità di box refrigerati mostreranno un clamoroso incremento nel corso dei prossimi 5-10 anni, per le ragioni che verranno esposte di seguito, ciò non significa necessariamente che le corrispondenti detrazioni verranno effettuate sulle quote di mercato dei traffici reefer detenuti dagli operatori specializzati in navi reefer.

Ci sono due metodi per calcolare le dimensioni numeriche della minaccia dei box reefer nei confronti dell'industria degli specialisti reefer: in primo luogo, il numero degli spazi-containers refrigerati sulle portacontainers (vale a dire, la loro capacità teorica di box refrigerati); in secondo luogo, il numero dei box reefer richiesti per riempire questi spazi (vale a dire il potenziale reale di trasporto). Per maggiori dettagli, vedere le tabelle 1 e 2. Ma queste commisurazioni da sole non sono sufficienti per quantificare l'impatto della "minaccia" dei box all'attività specializzata in reefer.

Tra il 2004 ed il 2008, ci sarà un incremento stimato del 20-30% nella disponibilità degli spazi-containers refrigerati, nonché un incremento di 172 milioni di metri cubi di capacità di box reefer. Malgrado questo incremento, gli analisti del settore marittimo, i noleggiatori di box reefer e gli operatori specializzati nei box reefer concordano sul fatto che la quota modale di box reefer rispetto ai carichi refrigerati complessivi (rispetto ai quali si prevede che anch'essi crescano dal 3 all'8 per cento annualmente) crescerà solamente dal 55% circa del 2004 al 56% circa nel 2005 ed al 58% nel 2006, raggiungendo forse il 60% nel 2008.

Estrapolandola dal numero degli spazi-containers refrigerati disponibili, la capacità reefer teorica della flotta containerizzata è di 910 milioni di piedi cubi. Esistono approssimativamente 1,1 milioni di box reefer (TEU) con una capacità di 1,3 miliardi di piedi cubi: vale a dire, la capacità di box supera del 40% la disponibilità di spazi-containers. Tuttavia, malgrado ciò, il settore specializzato in reefer detiene uno percentuale stimata sproporzionatamente alta del 45% dei traffici refrigerati globali. Perché? E la situazione rimarrà la stessa, dato che sta per verificarsi una maggiore disponibilità di spazi-containers disponibili?

Rispetto ai due argomenti della capacità di spazi e della capacità di box, vi sono diverse risposte correlate tra loro. In primo luogo, le navi specializzate reefer presentano specifici vantaggi concorrenziali in termini di tempi di viaggio, flessibilità, adattabilità, mantenimento della temperatura (ma si può discuterne) e costi, che possono assicurare il mantenimento di un'attività di nocciolo al settore a prescindere dalle alternative disponibili.

In secondo luogo, le infrastrutture presso i porti di carico e scarico delle merci refrigerate non sono sempre adatte ai containers. In terzo luogo, più è consolidata la struttura di mercato, più i principali operatori tendono ad effettuare un maggiore controllo sulla catena logistica. Nello sviluppo dei mercati reefer in particolare, i distributori quasi sempre possiedono magazzini del freddo e camere di stagionatura ed alcuni controllano terminali propri. Alcuni controllano persino navi proprie oppure le noleggiano.

Infine, anche se non vi sono questioni notevoli in ordine al numero di nuove navi containerizzate da consegnarsi nei prossimi tre o quattro anni, il punto focale relativo all'impatto sull'attività reefer consiste nella localizzazione delle rotte in cui le nuove navi verranno impiegate. Se la maggior parte, come si ritiene, sarà adibita alle direttrici del Pacifico per far fronte al maggior traffico refrigerato mondiale (carne, pesce, frutta, patatine surgelate dal Nordamerica), ci sarà un impatto minore sulle rotte primarie specializzate in reefer del transatlantico e del nord-sud.

Guardando a ciascun settore di mercato nel dettaglio, il traffico di banane resta la spina dorsale dell'attività specializzata delle navi reefer. Anche se non è immune dalla minaccia del box, ci sono diverse buone ragioni per cui è probabile che il ritmo della "deriva" verso i box rimanga moderato.

Data la natura verticalmente integrata delle multinazionali della banana Chiquita, Dole, Fyffes, Noboa e Dal Monte - che, tra tutte, controllano una quota maggioritaria del traffico transatlantico della banane - è probabile che questo resti un dominio degli specialisti reefer. Anche le variazioni climatiche in cui il raccolto è cresciuto - e, di conseguenza, la variabilità della disponibilità della frutta - la carenza di infrastrutture containerizzate (terminals, strade, magazzini del freddo) nei luoghi di produzione, nonché la maggiore flessibilità ed i tempi di viaggio più rapidi offerti dalla nave specializzata reefer svolgeranno un ruolo nel mantenimento di questo processo.

Allo stesso modo, le infrastrutture nei principali mercati della banana e di quelli in fase di sviluppo sono attrezzati specificamente per accogliere le navi specializzate reefer. I mercati della banana (e, incidentalmente, di altri prodotti refrigerati) in crescita più rapida sono la Russia, il Mediterraneo orientale ed il Medio Oriente. E' importante il fatto che la distribuzione delle banane e di altra frutta in questi mercati è controllata da un piccolo numero di grandi operatori che, sicuramente nel caso della Russia e del Medio Oriente, altresì possiedono o controllano tonnellaggio specializzato proprio. E' probabile che sia questo controllo della logistica e della distribuzione a limitare la minaccia di incursioni di box refrigerati in questi mercati.

Inoltre, rispetto ad altri tipi di frutta, i momenti di punta nella produzione dell'emisfero meridionale non possono attualmente essere assorbiti dalla sola attività condotta con box reefer. Anche se gli operatori di contenitori potrebbero continuare ad assumersi una percentuale sempre maggiore di questi carichi, i volumi dell'alta stagione sono davvero troppo grandi per un solo settore di mercato.

L'altro vantaggio delle navi specializzate sta nel fatto che esse possono essere utilizzate all'inizio di una particolare stagione, quando gli arrivi delle primizie sul mercato rappresentano un'occasione per conseguire guadagni elevati. Poiché la capacità delle navi specializzate reefer è più versatile del suo equivalente dei box refrigerati, una massa critica può essere posizionata in modo maggiormente efficace al fine di trarre vantaggio da questa opportunità.

Con l'eccezione dei traffici di esportazione di carne dall'Australia e dalla Nuova Zelanda e dell'esportazione di pollame dal Golfo del Messico, la maggior parte dei traffici globali di carne viene spedita in box reefer, tuttavia. I traffici globali della carne vengono stimati in 16 milioni di tonnellate e si prevede che crescano dell'8-10% all'anno nei prossimi cinque anni. La Russia è il mercato maggiore, seguito dal Giappone. I due mercati da soli rappresentano approssimativamente il 30% delle importazioni complessive di carne. Ci si aspetta che i mercati asiatici in via di sviluppo (principalmente la Cina, Taiwan e la Corea del Sud) assorbano la maggior parte dei restanti traffici, mentre l'Unione Europea, che dieci anni fa era un esportatore netto di carne, adesso importa più d quanto non spedisca.

Le direttrici di traffico in cui gli operatori di navi specializzate reefer sembrano maggiormente vulnerabili sono le seguenti: Sudafrica-Europa/Asia/Baltico/USA, Costa Occidentale del Sudamerica-USA ed Europa (e, sempre di più, Baltico), Costa Orientale del Sudamerica-Europa e Baltico, nonché Nuova Zelanda-Europa ed USA.

Gli operatori di contenitori hanno già inquadrato nel mirino queste direttrici di traffico con vario successo. Ad esempio, prima della deregolamentazione del Consiglio per la Commercializzazione delle Mele e delle Pere della Nuova Zelanda, la società ENZA noleggiava qualcosa come 50-60 navi specializzate reefer a stagione. L'ultima stagione trascorsa, sono state riempite meno di 25 unità, malgrado un raccolto record per quanto attiene l'esportazione di pere e mele. La prossima stagione, esse saranno sicuramente meno di 20, dal momento che la ENZA continua a stipulare contratti a seconda delle dimensioni, la Star Reefers probabilmente ridurrà le proprie commissioni e la Maersk Sealand, la P&O Nedlloyd e la MSC (Mediterranean Shipping Company) guadagneranno una maggiore quota del mercato delle esportazioni mediante la disponibilità e la competitività dei box reefer. In generale, l'iniziativa di ritirarsi dal Consiglio dei Produttori (vale a dire ENZA, Capespan e Jaffa) per rivolgersi ad altre organizzazioni degli esportatori maggiormente frammentate ha finito per favorire i traffici containerizzati.

Le esportazioni di kiwi della Nuova Zelanda viaggiano alla volta dei principali mercati europei in reefers specializzati, mentre quelle che sono dirette nei mercati asiatici utilizzano box reefer. I kiwi sono senza dubbio la frutta maggiormente sensibile ai mutamenti di temperatura. Essa richiede una specifica gestione della temperatura al fine di allungarne la durata sugli scaffali, una conditio sine qua non per un tipo di frutta che viene raccolta nel corso di un arco temporale ristretto per essere venduta in un periodo di sei mesi in un mercato che spazia in tutto il mondo. Vi è la sensazione che le navi specializzate reefer siano meglio attrezzate per un simile regime.

In Argentina - dove la Maersk Sealand aveva espresso l'intenzione di dichiarare il 30% di esportazioni di mele e pere la scorsa stagione, incrementando il numero dei box disponibili ed introducendo una seconda nave sul servizio di raccordo - la società ha fatto fiasco, dal momento che i box promessi non si sono materializzati.

In seguito alla deregolamentazione delle industrie sudafricane degli agrumi e dei decidui, la quota di mercato dei servizi specializzati reefer è stata erosa dagli operatori di box, in particolar modo nella stagione dei decidui. E' probabile che questa linea di tendenza continui con l'arrivo di sei nuove "grandi bianche" nel servizio SAECS (South Africa to Europe Container Service), iniziato a novembre 2004. Queste navi dispongono del 50% di capacità in più rispetto ai battelli loro predecessori.

Tuttavia, le esportazioni degli agrumi dal Sudafrica restano per lo più un dominio della modalità specializzata, in parte per ragioni logistiche ed in parte perché esse vengono spedite "fuori stagione" nel mercato del noleggio dei reefer, quando le relative tariffe medie sono inferiori rispetto a quelle dei box reefer.

Infine, anche se la maggior parte delle esportazioni di frutta fresca dal Cile agli Stati Uniti ed all'Europa viene ancora spedita in reefer specializzate, lo scorso anno sia le multinazionali statunitensi Dole e Del Monte hanno preso la decisione strategica di spedire tutta la propria frutta diretta in Europa dal Cile con la Maersk Sealand in box reefers. Il vettore è intenzionato a costruirsi una propria quota di mercato delle esportazioni di prodotti freschi cileni incrementando il numero delle navi utilizzate per i suoi viaggi sulla costa occidentale del Sudamerica e combinando la frutta destinata all'Europa ed agli Stati Uniti sullo stesso servizio. Malgrado ciò - e a differenza del Sudafrica - gran parte della frutta spedita dal maggiore esportatore di prodotti freschi dell'emisfero meridionale viaggia ancora in navi specializzate reefer.

A medio termine, almeno, vi sono diverse ragioni per ritenere che l'attività reefer maggiormente progressiva dei prodotti non costituiti dalle banane viaggerà in box reefers. In primo luogo, dato che nel 2004 la flotta specializzata reefer è stata completamente utilizzata per tutti i 12 mesi, in questa modalità non vi è spazio disponibile. In secondo luogo, si prevede che la maggior parte della nuova attività reefer non costituita da banane avvenga o tra i mercati asiatici o alla volta dell'Asia, i quali traffici consistono quasi esclusivamente in traffico containerizzato. Inoltre, volumi aggiuntivi provenienti dai maggiori fornitori di frutta dell'emisfero meridionale - quali il Cile, l'Argentina, il Brasile, la Nuova Zelanda ed il Sudafrica - saranno probabilmente spediti per lo più in box, a causa dei limiti di capacità delle navi specializzate, a meno che esse non vengano spedite in Russia in tonnellaggio privato. In terzo luogo, è improbabile che ogni attività non costituita da banane abbia sufficiente massa critica per giustificare l'interesse da parte di una flotta specializzata reefer già completamente impiegata.

Tuttavia, la domanda resta la seguente in che modo gli operatori di box possono accaparrarsi una maggiore quota di mercato dell'attuale attività specializzata reefer? La risposta è collegata a quanto bene gli operatori containerizzati riusciranno ad ottimizzare la propria flotta di box reefer. Un box reefer effettua in media solamente tra le due e le cinque movimentazioni all'anno con (o senza!) carichi reefer, a seconda dei traffici in cui esso è utilizzato, nonché di quanto bene sia stata effettuata la programmazione da parte dell'operatore. Se, mediante una buona programmazione e attraverso nuove attività, questo numero dovesse raddoppiare, anche la capacità teorica potrebbe raddoppiare. E' questa la minaccia maggiore che potrebbe essere rivolta all'attività specializzata reefer.

Ma quanto è realistico questo scenario? Anche se vi sono casi che suggerirebbero come gli operatori containerizzati stiano limitando l'utilizzazione delle flotta di box reefer, dal momento che i loro meno cari box per carichi secchi ingenerano migliori profitti netti, ciò è stato smentito dagli operatori nel complesso, i quali suggeriscono come la propria attuale utilizzazione sia in realtà prossima al punto ottimale. Essi si aspettano che l'utilizzazione dei box reefer migliori, ma forse solo marginalmente, poiché si prevede che la maggior parte dell'aumento delle movimentazioni avverrà negli scambi di raccordo o costieri e non necessariamente nei traffici marittimi a lungo raggio. Perciò, anche se il numero delle movimentazioni di box potrebbe aumentare - specialmente in Europa, laddove l'Unione Europea sta attivamente incoraggiando il trasporto non stradale mediante la propria iniziativa Marco Polo - non è probabile che esso abbia un grosso impatto sul nocciolo duro dell'attività reefer.

Anche se la flessibilità del box reefer è una delle sue forze, essa rappresenta, altresì, una delle sue debolezze. Sebbene esso consenta ai nuovi traffici di crescere ed agevoli i veri e propri traffici dal frutteto al negozio, il box reefer vuoto al punto di destinazione resta un mal di testa logistico per tutti gli operatori containerizzati. Trovare il carico di ritorno, sia esso reefer o generico, raramente è semplice.

Per questa ragione, la capacità specializzata reefer è notevolmente più flessibile di quella della sua equivalente in box reefers. Si può sostenere che è molto più veloce, economico e facile movimentare 450 piedi cubi di capacità specializzata reefer alla volta di una determinata località non programmata di quanto non lo sia movimentare l'equivalente capacità in box reefer. Peraltro, stabilire quanta altra capacità in box ci vorrebbe per ingenerare una simile flessibilità è un calcolo impossibile da effettuare.

Tenendo conto di tutto quanto, perciò, la generica "minaccia" del box reefer all'attività specializzata reefer sembrerebbe esagerata sul breve termine. Potrebbe anche esserci una minaccia limitata ad un certo numero di traffici, ma, dal momento che la capacità netta della flotta reefer specializzata diminuisce a causa delle dismissioni, le navi attive in queste rotte verranno riposizionate in direttrici in precedenza utilizzate da tonnellaggio più vecchio in cui la minaccia è minore od inesistente.

Dal punto di vista operativo, almeno, il futuro a breve-medio termine degli operatori di navi specializzate reefer sembra sicuro, a meno che non si verifichi un'improvvisa corsa alla costruzione di nuove navi specializzate ovvero che il mercato delle navi portacontainers non si indebolisca. Nell'attuale clima di elevati costi delle nuove costruzioni, il primo caso è improbabile, anche se le previsioni di crescita economica anno per anno in relazione ai mercati asiatici box-dipendenti suggeriscono che, nel peggiore dei casi, potrebbe esserci un certo limite massimo alla domanda di navi per box, ma non certo un calo.

In uno scenario in cui la capacità di box è prossima alla piena utilizzazione secondo buone tariffe, un mercato specialista reefer in contrazione ha poco da temere. La disponibilità di spazi-containers e la capacità di box sono in procinto di aumentare rispettivamente del 20-30% e del 15% nel corso dei prossimi quattro anni. E, se la domanda dovesse calare in prossimità della nuova capacità fornita, gli operatori di box dovrebbero cominciare a mettersi in caccia di ulteriore attività con maggiore grinta. Tuttavia, anche un modesto incremento dei traffici globali per i prodotti refrigerati assorbirebbe tutta la capacità di box reefer aggiuntiva.

Di conseguenza, a meno che gli armatori di unità specializzate reefer e gli operatori non diano subito il via a progetti di nuove costruzioni, dal medio a lungo termine, vi è il pericolo che le future opportunità di traffico per gli operatori sia di unità specializzate reefer che di box reefer vengano ostacolate dalla carenza globale di capacità reefer, sia di box che di modalità specializzate.
