Ports

Sotto pressione

All'interno del bacino del Mediterraneo, il cammino verso la privatizzazione dei porti non sostiene gli ingenti investimenti fatti in attrezzature per movimentare i containers.

Marsiglia

Con un output totale di oltre 90 milioni di tonnellate l'anno, per due terzi di greggio, il porto francese di Marsiglia è il terzo in Europa per dimensioni, e il maggiore in Francia, ed è il settantesimo nella classifica di Cargo Systems sui porti che gestiscono containers in tutto il mondo, con un output di 663.984 Teus nel 1999.

Riposandosi sulle sue ingenti entrate grazie al greggio, il porto di Marsiglia sembrava essere un gigante addormentato, ma poi le riforme sul lavoro portuale a livello nazionale di metà anni Novanta hanno stimolato fortemente tentativi di ammodernamento, nonché elevata diversificazione. Il clima economico cangiante ha oggi concentrato ulteriormente gli sforzi per ridurre la dipendenza dal petrolio, e la crescita del comparto containers fa presagire che sarà questo il settore destinato ad assorbire le perdite del petrolifero. Il target è quello di superare l'output di traffico record dell'anno scorso, ovvero 664.000 Teus, per arrivare a 1 milione e 200 mila Teus nel 2004.

Benché il porto di Marsiglia sia statale, è governato da un'Autorità portuale dotata di un grande margine di autonomia, che ha fatto sorgere, negli ultimi anni, nuove joint ventures con organizzazioni pubbliche e private.

In più, come era nei progetti del direttore generale Eric Brassart tre anni fa, l'impresa cultura ha dato maggiore impeto ai piani d'affari portuali. In questo Brassart era stato di larghe vedute, nonostante fosse un funzionario pubblico come tutti i suoi predecessori, e, tra le altre mosse, ha anche ringiovanito il management con una serie di incontri con il mondo del commercio navale.

In più, Brassart ha anche assicurato che altri professionisti della portualità sarebbero stati ingaggiati nell'ottica di rendere il porto più competitivo. Con azioni che solo un paio di anni fa sarebbero state definite inconcepibili, e grazie alla produttività della propria forza lavoro, Brassart il mese scorso ha guidato una delegazione in Estremo Oriente, in cui i sindacati erano rappresentati "quali parte integrante della squadra per la promozione del porto e dei servizi che esso può offrire."

E grazie ad una serie di altre iniziative, i volumi dei containers nel primo mese del 2000 erano già del 7,3% superiori all'anno precedente. Non solo sono stati promossi sconti per la fedeltà al terminal e le tariffe portuali per le navi containers di maggiori dimensioni diminuite del 33%, ma si sono anche decisi tempi più ristretti da rispettare e compensi legati alle performances all'interno dei terminal containers.

Per la prima volta i livelli tariffari rifletteranno maggiori produttività ed investimenti, con i deficit risultanti dal pagamento dei compensi pattuiti coi clienti coperti dal porto oppure dai gestori del cargo. Le tariffe dei magazzinieri scenderanno del 2% e sconti addizionali basati sui volumi e sui nuovi affari sono pianificati per i prossimi anni a venire.

I containers sono movimentati presso due diverse attrezzature sotto il controllo dell'Autorità Portuale di Marsiglia. Una è al terminal Mourepiane nella parte orientale dello scalo francese, l'altra è a Fos in quella occidentale, a 30 km di distanza circa. Sebbene un certo numero di operatori privati si occupi già della movimentazione dei containers nei due terminals, le compagnie più importanti che svolgono attività di magazzinaggio con maggiore frequenza sono la Eurofos e la Seayard.

Per tenere testa alla sua crescita continua ed ai suoi targets in termini di performance, l'Autorità Portuale di Marsiglia ha intrapreso un programma di rinnovamento delle sue gru portacontainers. Al terminal di Mourepiane, un nuovo mezzo da 45 tonnellate Fantuzzi-Reggiane Panamax ship/shore prenderà servizio questo mese, con due gru simili pronte per la consegna a metà del 2002.

Al terminal containers di Fos, una terza gru Fantuzzi-Reggiane post-Panamax ha cominciato a funzionare nel giugno 2000 ed una quarta sarà operativa a metà 2001. Piani per altre post-Panamax a Fos sono in fase di approvazione, assieme ad un programma, da 560 milioni di dollari americani, di espansione del terminal.

Grecia

Il porto più importante della Grecia, nonché centro commerciale di rilevanza nazionale ed internazionale, è lo scalo ateniese, di possesso statale, del Pireo. Con 27 km di banchine ed un traffico annuale di 11 milioni di tonnellate, è il numero 55 nel top 100 di Cargo Systems, avendo movimentato nel 1999 964.902 Teus (+3,4% dall'anno precedente).

Il terminal containers del Pireo comprende due approdi con 16 metri di profondità, equipaggiati con 12 gru post-Panamax ship/shore e 53 tra mezzi di trasporto alternativi, ed offre un'area di stoccaggio di 50 ettari e 5 rampe Ro/Ro. Con la speranza di superare il milione di Teus per quest'anno, i futuri piani di sviluppo dell'Autorità Portuale del Pireo prevedono un terzo approdo per il 2003 che accrescerà la capacità da 1 milione e 200 mila Teus a circa 2 milioni di Teus. Si prevede anche l'acquisto di altri 14 mezzi di trasporto containers.

In aggiunta a ciò, allo scopo di rafforzare ulteriormente la sua posizione regionale di scalo di transhipment, è prevista la realizzazione di una connessione ferroviaria che collegherà direttamente il terminal container con il network ferroviario europeo (in particolare gli stati sui Balcani), sebbene è da dirsi che per adesso è solo un progetto in fase di studio.

Nel mentre, il porto sta intraprendendo considerevoli investimenti per ristrutturare e ammodernare le sue attrezzature, nonché per riformare il proprio statuto. Per il porto passeggeri (12 milioni di viaggiatori l'anno, il maggiore d'Europa per questo tipo), sono previsti nuovi approdi e nuove banchine. Inoltre, sempre secondo il piano portuale, il fronte mare e le vecchie costruzioni saranno da ristrutturare ed un grosso hotel, corredato di un business centre, sarà costruito in vista delle Olimpiadi del 2004.

Sebbene il governo sia pro privatizzazione, il processo è attualmente in fase di rilento perché sono ancora molte le resistenze alle proposte. Queste spaziano da una vociferata lobby locale - ad esempio ci sono 17 aree municipali coinvolte nel porto del Pireo - a interessi in gioco delle varie organizzazioni sindacali, che si oppongono fortemente alla privatizzazione.

Nonostante tutto ciò, si sono considerate tutte le possibili opzioni e 18 mesi fa il governo ha formato un consorzio, capeggiato dalla compagnia locale Kantor e dalla Bank of America, con la qualifica di consulente per la privatizzazione. Finché il consorzio non avrà emesso il proprio parere ed il governo non avrà approvato il "port business plan" alla fine di quest'anno, tutto rimarrà in sospeso.

Anche così, con molti nel governo che ritengono che l'unico modo di ridurre la burocrazia e l'esubero di manodopera ed allo stesso tempo di accrescere l'efficienza e la produttività sia l'ingresso di capitale privato e di competenza operazionale nell'industria portuale nazionale, è soltanto una questione di tempo perché venga ripreso il processo di privatizzazione.

Allora, considerate tutte le alternative, osservatori informati sono del parere che la privatizzazione di almeno due dei principali porti del Paese (Pireo e Tessalonica) sarà raggiunta attraverso la fluttuazione dei titoli nel mercato azionario di Atene. Il governo manterrà la golden share (parte di maggioranza) per poter mantenere il controllo su entrambi i porti.

In questo contesto, la privatizzazione vorrà probabilmente dire che il governo stabilirà una sussidiaria completamente di sua proprietà di cui detterà le regole per amministrare e regolamentare i porti, e poi affiderà in leasing le concessioni dei terminals a svariati operatori privati (di rilevanza mondiale o locale).

Tessalonica, il secondo porto greco, che movimenta principalmente general cargo e containers, sembra destinato a diventare il primo privatizzato da subito l'anno prossimo, e subito dopo toccherà anche al porto del Pireo.

Comunque, la privatizzazione completa dei porti non avverrà improvvisamente, dato che il governo procederà lentamente e con grande cautela nel processo, e sarà poi in completo e continuo dialogo con tutte le parti coinvolte. Questo in parte perché desidera evitare il confronto con i potenti sindacati della forza lavoro e vuole mantenere al minimo livello possibile l'opposizione.

Dall'altra parte, il governo sarà sotto pressione per il raggiungimento dei suoi scopi, perché deve procedere armoniosamente con le politiche dell'Unione Europea (diventerà un membro dell'Unione Economica e Monetaria a pieno titolo a partire dal Gennaio 2001), e, particolare di non piccola rilevanza, la stessa Unione Europea sta cofinanziando il succitato programma di rigenerazione degli scali greci.

Turchia

Posizionata nella parte orientale del Mediterraneo, la Turchia ha tre grandi porti - Istanbul (Haydarpasa), Izmir e Iskenderun - che sono, allo stato attuale delle cose, di proprietà statale, sebbene il governo abbia dei piani per un programma di privatizzazione portuale a livello nazionale.

Izmir possiede l'area più grande in tutta la Turchia per la movimentazione ed i servizi ai containers, ed è anche il porto principale per l'industria regionale dell'Egeo. Essendo uno dei porti a maggiore velocità di sviluppo nel Paese, e operante continui investimenti per cercare di migliorare il livello dei servizi offerti, Izmir è il numero 93 nella classifica dei top 100 di Cargo Systems riguardo ai terminal containers, con una movimentazione di 435.962 Teus nel 1999 (fino al 9,1% in più rispetto all'anno precedente).

Con un terminal contenitori comprendente sette banchine della lunghezza di 1.050 metri ed una profondità di 13, Izmir occupa un'area di 15,2 ettari. Il terminal è equipaggiato con quattro gru ship/shore, sei RTGs e quattro bracci di carico mobili, ed ha una capacità di stoccaggio di 7.074 Teus.

Desiderando accrescere la capacità del terminal a 875.000 Teus, il governo sta prendendo in esame un buon numero di opzioni, compresa la possibilità di un progetto costruisci-opera-trasferisci (ovvero build-operate-transfer, detto BOT) e varie proposte sono state presentate già all'inizio di quest'anno.

Al porto di Ismit a Derince, a circa 100 km da Istanbul, il programma di privatizzazione è già a buon punto. P&O Ports ha una concessione BOT di 46 anni per un terminal (tre anni per completare la prima fase e 43 anni per operare), e ci si aspetta che i lavori di costruzione inizino almeno entro i primi quattro mesi del 2001, mentre le attività per l'inizio del 2003. Una volta completato, Derince sarà il primo progetto BOT, il più moderno ed il meglio equipaggiato per i servizi ai containers in Turchia.

Sfortunatamente, il progetto è solo uno dei numerosi altri progetti di privatizzazione, i quali sono da sempre stati soggetti a pesanti ritardi (casi simili si riscontrano nel settore dell'energia). Questo è dovuto principalmente al fatto che la comunità finanziaria internazionale è stata scoraggiata dal prestare denaro in un contesto, quale quello turco, in cui le leggi e le restrizioni finanziarie prevalenti erano percepiti come assai sfavorevoli.

Così la legge è stata cambiata all'inizio di quest'anno ed adesso permette l'arbitraggio internazionale, che ha spianato la strada a flussi in ingresso di capitali d'investimento esteri, che stanno dando la possibilità ad un certo numero di progetti di privatizzazione turchi di guadagnare terreno.

Per essere costruito nel rispetto dei tempi imposti dal mercato, il terminal Derince nuovo di zecca con approdi di 14 metri di profondità costerà all'incirca 250 milioni di dollari.

Il design sarà fatto dalla CGR, un'impresa di progettazione australiana, che ha disegnato la maggior parte dei terminal containers P&O su scala mondiale. La costruzione vera e propria sarà invece completata dalla ENKA Construction.

Sebbene il numero di attrezzature ed i particolari più specifici debbano essere ancora definiti, si sa già che il terminal verrà inizialmente equipaggiato con gru Panamax ed RTGs, ed avrà una capacità di traffico di 500.000 Teus, che arriveranno a 1 milione di Teus allorché verrà implementata la fase finale del progetto.

La fase di costruzione permetterà la fornitura di attrezzature e l'inizio delle operazioni per un'area con due banchine ed una capacità di poco meno di 500.000 Teus, così da produrre delle prime entrate monetarie che serviranno anche alla realizzazione della seconda fase.

Con l'avvento di così tanti e nuovi servizi per contenitori nella regione, non ci si può esimere dal chiedersi da dove proverrà il nuovo e maggiore traffico di merci necessario a sostenere questi progetti di sviluppo. Finché si tratta di P%O, non c'è timore di una possibile concorrenza da parte di altri porti nella zona. "Ci troviamo tra Istanbul e Ismit, e da sola Istanbul ha una popolazione di oltre 15 milioni di persone, che costituiscono già un mercato", dice Reg Grimston, Derince project manager. "L'85% della zona industriale turca è localizzata nell'area di Ismit".

Poi il porto è servito da un connessione ferroviaria per Ankara (per la verità però attualmente non è in condizioni molto buone, ma ha il giusto potenziale per migliorare), e questo non fa che ampliare il raggio d'azione della nuova area, nonché la sua efficienza.

Israele

I porti israeliani sono gestiti e resi operativi direttamente dal governo mediante le PRA (Autorità Portuali e Ferroviarie). Israele è uno dei pochi Paesi al mondo in cui le cose stanno in questo modo, sebbene la privatizzazione senza dubbio sia da tempo nei progetti del governo, e sia vista come un elemento necessario per il futuro dell'industria portuale.

Di converso, i lavoratori portuali israeliani ed i sindacati ritengono che la privatizzazione non sia necessaria e che possano rendere efficiente da soli il porto, e tutto ciò ha portato a dispute ancora in corso, di natura sia legale che industriale. Come conseguenza, il processo verso la privatizzazione è ancora lento e titubante.

Il maggiore porto per containers d'Israele è quello di Haifa, ed occupa il 63° posto nel top 100 di Cargo Systems. L'anno scorso ha movimentato 792.368 Teus, con un leggero calo rispetto all'anno precedente (-4,9%), ma questo non ha inficiato i piani di sviluppo del porto nel lungo periodo.

Si stanno facendo progetti per il nuovo terminal container portuale Carmel, che verrà costruito nella parte orientale dell'esistente terminal container d'Oriente di Haifa. I piani di sviluppo però sono stati ritardati da una disputa, ancora in corso, tra le PRA e la Compagnia Elettrica Israeliana, che progetta di costruire una stazione energetica adiacente al porto.

Il nuovo terminal (che costituirà parte dello Stage 1 del piano di sviluppo portuale del porto di Haifa) comprenderà una banchina di 700 metri ed un'area container nuova di zecca di 50 ettari. La costruzione del terminal dovrebbe cominciare nel 2001 ed essere completata per il 2005/2006, dopo le necessarie approvazioni.

In più, il piano di sviluppo del porto di Haifa prevede la costruzione di una banchina di 650 metri per servire navi di grossa portata e adibite a general cargo e rinfuse. Ci sarà anche un altro molo per servire carichi di minori dimensioni ed una conversione dell'esistente porto commerciale occidentale in un terminal passeggeri.

La seconda fase del progetto includerà la costruzione di un frangiflutti di 500 metri, che sposterà quello esistente al porto di Kinshon, e la costruzione di 1.400 metri di banchine per cargo generale e rinfuse.

Anche per il secondo porto d'Israele, Ashdod, sono previsti piani di sviluppo. Lo scalo è il 92° nella classifica di Cargo Systems e nel 1999 ha movimentato 441.101 Teus, e sta attualmente migliorando le sue performances con il suo nuovo progetto di porto del Giubileo, che verrà costruito in un'area a Nord del settore esistente. La zona comprenderà una banchina lunga 600 metri e profonda dai 14 ai 15,5, con capacita di stoccaggio di 450.000 Teus su oltre 50 ettari. Con spazio a terra per 4.000 containers, equipaggiamenti moderni per la loro movimentazione e sistema manageriale assai efficiente, si stima che il terminal raddoppierà la propria capacità di traffico containers fino ad oltre 800.000 Teus l'anno.

Annunciato come progetto BOT con inizio previsto per il 2001 - completamento della programmazione per il 2003 - il porto del Giubileo ha grande significato, in quanto potrebbe essere il primo passo del governo israeliano verso la privatizzazione di tutti i porti del Paese.

Se si va avanti così, e si dimostra che è un successo, allora il governo potrà essere sufficientemente incoraggiato nel cercare di convincere lavoratori e sindacati che la privatizzazione funziona e sarebbe utile ed efficiente provarla in altri ambienti della portualità.

Dall'altro canto, rilevato che le proposte BOT hanno già portato a scioperi e disturbi tra gli operatori portuali esistenti ad Ashdod, a causa anche dell'instabilità politica caratteristica della zona, ci potrà volere molto tempo prima che il governo sia abbastanza forte, determinato o anche solo interessato a seguire questo particolare sentiero verso la privatizzazione.


Beirut, Libano

Fino al 31 Dicembre 1991, una compagnia francese ha operato nel porto di Beirut in virtù di un accordo di concessione. Quando la concessione finì nel 1991, il governo decise di non rinnovarla, ma di porsi quale gestore diretto del porto quale ente pubblico sotto la responsabilità di un comitato amministrativo temporaneo.

Conosciuto come il Comité de Gestion et d'Exploitation du Port de Beyrouth (GEPB), il comitato è un'autorità pubblica transitoria responsabile del management del porto, nonché della sua amministrazione e del suo sviluppo. Le operazioni nel porto di Beirut sono effettuate da 32 compagnie di movimentazione dei cargos private libanesi subappaltate che usano largamente manodopera siriana occasionale.

Prima della guerra civile, il GEPB ha fornito la maggior parte dell'equipaggiamento per la movimentazione dei containers nel porto, ma da quando tutte le attrezzature furono rimosse dallo scalo a causa della guerra, il GEPB si affida alle compagnie containers locali succitate per la fornitura degli equipaggiamenti, in particolare quelli per la movimentazione dei containers.

Ma data la sua natura temporanea (in Libano non c'è una legge o codice che stabilisca la struttura corrente del porto) e con lo scalo operativo in virtù di ordinanze locali e concessioni, il GEPB non è stato libero di attuare dei piani di lungo periodo. Con altri enti pubblici che controllano operazioni portuali (il GEPB non ha controllo sulle operazioni a banchina ed il Ministro dell'Economia possiede ed opera nel silos del grano), il Comité de Gestion è impedito anche nella gestione effettiva del porto. In più, la temporaneità e la precarietà della situazione portano con sé anche interferenze politiche, che rendono le politiche di sviluppo portuale soggette ai capricci dei governanti.

Così, alla fine del 1999, fu deciso di rivedere l'assetto istituzionale del porto, identificandone i problemi, sì da creare un'Autorità Portuale più indipendente nella gestione delle operazioni a terminal ed in grado di rimpiazzare il Comité de Gestion, che però ha già sottoscritto con il porto un contratto ventennale di forniture di apparecchiature ed equipaggiamenti ad uso del personale di banchina, anche in vista di un'ampliamento della capacità di imbarco/sbarco dello scalo (fino a 1 milione di Teus).

Lo scopo era stabilire un livello superiore di autonomia per l'autorità portuale che includesse un'emendamento delle leggi a modello di altri porti internazionali, nonché procedure più lineari per la definizione delle responsabilità. Allora sono stati ingaggiati vari consulenti per produrre uno studio, finanziato dalla World Bank, per delineare la cornice legislativa per una nuova Autorità portuale, il tutto nei minori tempi possibili.

Un'ultima questione che è emersa però parlando di tutti questi cambi nella legislazione è l'impatto che le nuove strutture giuridiche avrebbero avuto su tutto il network portuale libanese, ovvero se anche gli altri porti si dovranno adeguare ai nuovi regolamenti o se potranno continuare a operare come compagnie pubbliche ex lege 4517.
