Lo shipping e l'11 settembre 2001: il giorno dopo

Sia i fornitori che gli acquirenti di servizi di trasporto marittimo di merci a lungo raggio e di distribuzione hanno subito conseguenze dagli attacchi terroristici a New York e Washington dell'11 settembre 2001. A ciò si aggiungano gli effetti della recessione economica globale, che già si era manifestata prima degli attentati.

I caricatori europei in genere affermano che per quanto li riguarda il settore è ancora molto attivo come d'uso (sebbene tutti riconoscano che le tariffe di trasporto merci marittimo per contenitore si siano adesso ridotte in modo significativo). Gli spedizionieri in Europa tendono invece a non essere d'accordo circa le implicazioni delle depresse condizioni dell'economia globale, anche se - come sempre - prevedono un futuro positivo.

Per quanto traumatici siano stati gli eventi dell'11 settembre, molti caricatori e spedizionieri sottolineano come essi non abbiano fatto che accelerare un declino dei traffici globali già in essere da qualche tempo. Non sono stati gli attentati di per se stessi a scatenare l'attuale collasso delle tariffe relative ai traffici marittimi di linea.

Jürgen Schmidt, direttore trasporto merci marittimo della EGL (Eagle Global Logistics), è responsabile delle attività di trasporto merci marittimo della EGL in Europa nord-occidentale. A suo giudizio, "i volumi di traffico containerizzato movimentati sui traffici marittimi di linea erano già in calo prima dell'11 settembre ed io ritengo che tale declino possa accentuarsi. I volumi in esportazione movimentati sui traffici di linea dall'Europa sono in diminuzione e caleranno ulteriormente".

Allo stesso modo, Thomas Eisenblatter, direttore generale della Air-Sea Broker (la branca degli approvvigionamenti della Panalpina) sottolinea: "L'11 settembre ha dato un'ulteriore spinta alla linea di tendenza verso il basso nell'economia globale".

Tuttavia, Paul Young, dirigente trasporto merci di superficie nel Regno Unito della Exel, impresa attiva nel settore delle spedizioni e della logistica, attenua tali affermazioni: "Subito c'è stato un calo per l'attività della Exel, ma vi si è già posto rimedio. Molti nostri colleghi nel settore delle spedizioni dicono che l'attività è in ribasso, ma non è il nostro caso".

Alla Geologistics, Dermot Leeper, direttore dello sviluppo globale del prodotto, asserisce: "L'11 settembre in realtà non ha comportato alcuna differenza nella nostra attività di trasporto merci marittimo. La situazione economica era già chiara prima di quella data e da allora non è mutata".

A Parigi, Alain Morin, dirigente dello shipping, della logistica e dei traffici di linea della Atofina Group, riflette: "In realtà, per noi in Europa, il terrorismo non rappresenta una novità. Nel Regno Unito si convive con il terrorismo dell'IRA da molti anni ed in Francia dobbiamo sopportare movimenti terroristici corsi, baschi e bretoni. Qui in Europa siamo abituati al terrorismo". Quanto alla recessione, Morin ha dichiarato: "Non penso che le cose siano cambiate, perché la recessione era iniziata prima dell'11 settembre".

Tuttavia, per quanto concerne le tariffe di trasporto marittimo per container, molto è cambiato. Sui livelli dei noli si è discusso parecchio ultimamente ed i caricatori e gli spedizionieri - cioè gli acquirenti della capacità di trasporto merci marittimo - hanno fornito alcuni esempi spettacolari circa il calo delle tariffe.

Alan Edge, direttore generale dello spedizioniere britannico di medie dimensioni A. J. Edge, specializzato nella movimentazione di traffico containerizzato marittimo, rivela: "Tre anni fa, costava 3.200 dollari USA imbarcare un contenitore per carichi secchi da 40 piedi da Hong ad un porto del Regno Unito. Ora possiamo movimentare un contenitore da 40 piedi sul medesimo traffico per soli 1.000 dollari USA".

Lothar Klestadt, direttore generale della Trans-World Shipping con sede a New York, dichiara: "Le tariffe dei noli marittimi sono diminuite di molto, è davvero una pazzia. Posso movimentare un contenitore da 40 piedi dalla Costa Orientale USA ad un porto dell'Europa settentrionale per una cifra oscillante tra i 600 ed i 700 dollari USA. Nei primi giorni della mia esperienza nel settore delle spedizioni, parlo degli anni '80, un caricatore americano avrebbe potuto pagare sino a 10.000 dollari per imbarcare un contenitore da 40 piedi sulla stessa tratta".

Nota Leeper della Geologistics: "Le tariffe di trasporto merci marittimo sono calate clamorosamente su tutti i traffici di linea, ed in alcuni casi il calo è dell'ordine del 30% e più". Alla Air-Sea Broker, Eisenblatter dichiara: "I noli di trasporto merci adesso sono molto bassi. Nella mia esperienza nel settore delle spedizioni, non li ho mai visti prima a livelli così depressi".

Schmidt della EGL medita in questi termini: "La differenza adesso è che in passato le tariffe tendevano ad abbassarsi su un traffico e contestualmente ad aumentare su un altro. Al momento attuale, le tariffe sono in calo su tutti i traffici".

I caricatori sono stati più prudenti nelle loro dichiarazioni in ordine alla diminuzione dei livelli dei noli. Wolfgang Bircher, capo della logistica clienti della Lonza, impresa svizzera specializzata in prodotti chimici, è d'accordo circa il fatto che le tariffe siano in calo, "specialmente in relazione al traffico del Nord Atlantico in direzione ovest. Nel rinegoziare i contratti con i vettori, infatti, teniamo conto di tariffe più base".

La britannica OUP (Oxford University Press) carica consegne FCL da Hong Kong - e, in grado minore, dalla Cina - al Regno Unito; il traffico in questione è movimentato dalla Kuehne & Nagel. Il dirigente trasporti marittimi Ken Jackson afferma: "Stiamo traendo benefici immediati dalla diminuzione dei noli in questo traffico, dal momento che l'accordo che abbiamo con la Kuehne & Nagel è legato ai livelli attuali delle tariffe".

Gran parte del traffico della OUP in uscita dal Regno Unito è di tipo LCL ed è seguito dalla Panalpina. Commenta Jackson: "Per le nostre esportazioni, ci vorrà un po' più di tempo prima di poter accedere alle nuove tariffe più basse". Il capo delle acquisizioni-distribuzione presso un importante produttore britannico di bevande, che dispone di localizzazione produttive in tutto il mondo e ha esigenze distributive a livello globale, ha preferito mantenere l'anonimato, ma ha rivelato che i programmi distributivi di due divisioni nell'ambito del gruppo sono stati integrati al fine di ridurre i costi della distribuzione. Spiega infatti: "Il calo in atto nelle tariffe di trasporto merci marittimo ci aiuteranno in tale contesto".

Le tariffe di nolo più basse di per sé non vogliono necessariamente significare una riorganizzazione del piano partenze dei caricatori. Ian Kennedy, responsabile dei servizi alla clientela e delle spedizioni alla britannica Southcorp Wines, si occupa delle spedizioni di vini dall'Australia al Regno Unito ed al continente europeo; al riguardo, concorda ma con prudenza. "Ci siamo accorti anche noi che le tariffe dei noli marittimi hanno mostrato una certa tendenza ad abbassarsi, ma anche che le BAF dall'Australia sono aumentate, il che non si capisce visto che i prezzi del petrolio al momento sono molto più bassi. Ed anche le tariffe di assicurazione marittima sono aumentate".

La questione delle tariffe delle assicurazioni marittime e dei premi relativi ai rischi di guerra (il conflitto in Afghanistan ed i timori di attività militari nella regione medio-orientale comportano tali rischi) è un punto dolente quando si parla con i caricatori. Ger M. P. Hagens, dirigente delle operazioni trasportistiche europee della olandese Xerox Manufacturing si lamenta: "E' vero che le tariffe di trasporto merci marittimo sono in calo, ma le tariffe inerenti alle assicurazioni marittime ed ai rischi di guerra sono in aumento per quel che riguarda le spedizioni attraverso alcune regioni, mentre le tariffe dei noli marittimi più basse riescono solo a compensare l'incremento dei costi assicurativi".

Didier Leandri, segretario generale della AUTF (il Consiglio dei caricatori francesi) lamenta anch'egli: "I vettori marittimi impongono sovrapprezzi dovuti a quelli da loro definiti come fattori di rischio di guerra, ma noi abbiamo fatto qualche calcolo e riteniamo che molti di tali sovrapprezzi non sono giustificati dal livello dei rischi. Spesso infatti servono solo a bilanciare la diminuzione delle tariffe di nolo. Pensiamo che alcuni vettori marittimi ed alcune conferenze si servano dei sovrapprezzi come mezzo per incrementare indirettamente i livelli dei noli". La AUTF ha discusso tale argomento a livello nazionale francese con i vettori e le conferenze e ha sollevato lo stesso problema a livello internazionale a Bruxelles attraverso il Consiglio dei Caricatori Europei.

La Navis, spedizioniere con sede ad Amburgo, ha parlato della "creatività" da parte di alcuni vettori in un documento del 2001 e ha fornito esempi di sovrapprezzi assicurativi imposti dalle linee di navigazione: da 10 sino a 250 dollari USA per TEU in relazione a spedizioni alla volta del golfo medio-orientale, del Mar Rosso, del sub-continente indiano e dell'Asia; 150 dollari USA per TEU per spedizioni alla volta di Israele, e di 250 dollari USA per TEU per spedizioni dirette in Egitto, Siria e Libano. Si domanda la Navis: "Non si tratta per caso di aumenti tariffari camuffati?".

La Atofina Group è attiva nel settore dei prodotti chimici in circa 60 impianti in Europa, e ne ha numerosi altri in America del Nord e del Sud nonché in Asia. Globalmente, i suoi traffici totalizzano annualmente tra i 60.000 ed i 70.000 TEU. Concorda Morin: "Le tariffe di trasporto merci marittimo calano quando si trasporta dal porto A al porto B, ma io non sono in grado di dire se esse siano davvero troppo basse. Comunque, noi vogliamo che i vettori marittimi sopravvivano".

Morin ritiene che un problema della Atofina consista nella mancanza di trasparenza. "E' difficile stabilire quali siano i costi dei vettori marittimi, in particolar modo perché una linea di navigazione può farsi registrare in un paese, mentre le sue navi sono registrate altrove". Le tariffe vengono registrate dalla Atofina con i vettori per un minimo di 10-18 mesi. Dichiara Morin: "Possiamo negoziare tariffe inferiori, ma in quel caso talvolta i vettori desiderano imporre sovrapprezzi".

Secondo Morin, è altresì problematico mantenere il controllo sui livelli di servizio ottenibili dai vettori. Morin asserisce che ciò è particolarmente vero nel caso dei consorzi: "Può esserci un vettore che guida il consorzio, ma chi lo sa cosa stanno facendo le altre linee di navigazione che ne fanno parte?".

Nonostante le avvisaglie di tempesta riguardo alle prospettive dei traffici globali, i caricatori intervistati in proposito si sono per lo più dimostrati ottimisti quanto alle prestazioni delle loro società. Bircher della Lonza afferma: "Le nostre esportazioni (dalla Svizzera) reggono bene, non ci sono stati cali nelle vendite in esportazione. Almeno, non ancora!".

Kennedy della Southcorp Wines riferisce: "Non abbiamo subito alcuna perdita di attività a causa della recessione e degli eventi dell'11 settembre: infatti, in ottobre abbiamo fatto registrare il nostro mese migliore quanto ai volumi della Southcorp Wines relativi al Regno Unito ed al continente europeo, compresa la Rosemount Wines".

Alla OUP, afferma Jackson: "I quantitativi di libri da noi spediti, specialmente alla volta degli Stati Uniti, tengono assai bene, mentre i quantitativi di libri importati da Hong Kong sono appena diminuiti". Serafina Valente, dirigente shipping di un altro editore con sede nel Regno Unito, la Dorling Kindersley, dichiara che anche i quantitativi spediti dalla propria società restano elevati, specialmente alla volta degli Stati Uniti. Morin afferma che i quantitativi di esportazioni della Atofina sono "sostenuti in questo momento".

Anche gli spedizionieri e gli operatori logistici hanno cantato una canzone allegra nelle ultime settimane del 2001. Young della Exel ha riferito di elevati livelli quanto alle attuali spedizioni marittime di merci containerizzate dalla Gran Bretagna. Young ha attribuito le buone prestazioni della Exel al fatto di essere uno spedizioniere ed operatore logistico globale, e ha spiegato: "Se si verifica un calo dei volumi nei traffici di una linea, come ad esempio è avvenuto in un certo senso nel Nord Atlantico, ciò è compensato dalla crescita dei volumi in altri traffici".

Ad Amburgo, Eisenblatter afferma che i volumi di trasporto merci marittimo della Panalpina continuano a crescere globalmente. Leeper della Geologistics si dimostra più cauto, ammettendo un calo dall'1 al 2 per cento nei volumi di trasporto merci marittimo nel corso del 2001. "Mentre nelle nostre previsioni di bilancio avevamo ipotizzato al riguardo un incremento dal 5 al 7 per cento" ha detto.

Una quota oscillante tra il 95 ed il 98 per cento delle attività della A. J. Edge consiste in traffico merci marittimo. Alan Edge ha dichiarato che il fatturato della propria società si è in sostanza incrementato del 20% nel 2001 rispetto allo scorso anno. Riferisce infatti: "Siamo stati assai proattivi nel commercializzare i nostri servizi. Una volta eravamo noti soprattutto come spedizionieri marittimi di merci di esportazione, ma adesso abbiamo aumentato i nostri volumi di trasporto merci marittimo mediante la costituzione di un dipartimento progetti al fine di gestire le spedizioni di intere fabbriche britanniche vendute in paesi come il Pakistan e la Cina, ed inoltre ci siamo concentrati sullo sviluppo delle nostre attività in importazione, in special modo dall'Asia, combinando le spedizioni marittime di merci con sistemi di gestione della catena delle forniture".

Com'è accaduto per la Kuehne & Nagel, essa ha assistito ancora una volta ad un notevole aumento dei propri profitti. Nei primi nove mesi del 2001, rispetto allo stesso periodo dell'anno precedente, il suo introito netto è cresciuto del 33,8% sino a 115,9 milioni di franchi svizzeri (69,82 milioni di dollari USA), mentre i profitti lordi sono aumentati del 43,4% sino a 1.503 milioni di franchi svizzeri (905 milioni di dollari USA). E' degno di nota il fatto che il fatturato relativo al trasporto merci marittimo sia aumentato sino a 2.989,3 milioni di franchi svizzeri (1,801 milioni di dollari USA) nel 2001, rispetto ai 2.614,4 milioni di franchi svizzeri (1.575 milioni di dollari USA) del 2000. La Panalpina ha incrementato i propri introiti netti del 9,2% nella prima metà del 2001 sino a 2.651 milioni di franchi svizzeri (1.597 milioni di dollari USA), mentre i propri profitti lordi sono saliti del 13,1% sino a 633,4 milioni di franchi svizzeri (381,6 milioni di dollari USA).

I recenti avvenimenti hanno dirottato sulle attività interne i vantaggi della diversificazione a livello mondiale dei principali gruppi di spedizione e logistica. Il 60% circa del fatturato totale della EGL deriva da servizi di trasporto e distribuzione interni agli Stati Uniti, con un forte impegno nel servizio a favore delle industrie di alta tecnologia ed informatica. Anche la EGL ha dovuto subire la recessione verificatasi in questi settori prima dell'11 settembre, e, dopo gli attacchi terroristici, la sua flotta di aerei adibiti al trasporto merci negli USA è stata tenuta a terra per un breve periodo.

Peraltro, Peter Singleton, vice presidente esecutivo per l'Europa, il Medio-Oriente, l'Africa e l'Asia Occidentale, ha sottolineato come queste zone contribuiscano a realizzare il 17% circa degli introiti complessivi della EGL. Commenta Singleton: "Non abbiamo assistito ad alcuna recessione nelle regioni di cui sono responsabile, ed infatti quest'anno abbiamo incrementato i nostri volumi di trasporto merci marittimo".

Il dirigente ammette che la confusione regnante nella regione medio-orientale comporterà la conseguenza che gli acquirenti locali di beni di consumo ed industriali sempre più si rivolgeranno a fornitori locali degli Emirati Arabi Uniti e, dal momento che questi ultimi da sempre hanno stretti legami con l'Europa, i fornitori degli Emirati tenderanno ad incrementare gli acquisti presso gli europei piuttosto che presso i produttori statunitensi, dando impulso ai traffici di linea dall'Europa al golfo medio-orientale.

Fa notare Singleton: "Al momento attuale, c'è a disposizione qualche sbalorditiva tariffa di trasporto merci marittimo. I vettori marittimi adesso sono maggiormente desiderosi di fare concessioni sulle tariffe di trasporto ai principali spedizionieri che controllano grossi quantitativi di traffico containerizzato". Il risultato? "I grossi spedizionieri ora hanno molta più influenza sulle tariffe, di modo che possiamo andare dai vettori e spuntare tariffe molto più basse di quelle di cui usufruiscono i nostri clienti".

L'Associazione Trasporto Merci del Regno Unito, in un documento pubblicato lo scorso novembre, ha dichiarato che il settore "sta cercando di riesaminare le proprie catene di fornitura e di minimizzare la propria vulnerabilità rispetto a futuri attentati". E, si legge nel documento, "gli eventi dell'11 settembre hanno mostrato come i sistemi distributivi just-in-time siano vulnerabili quanto alle interruzioni di servizio".

Tuttavia, Jackson della OUP rivela: "Non abbiamo apportato proprio nessuna modifica ai nostri accordi per la distribuzione, né alle scorte di libri che teniamo oltremare". Hagen della Xerox insiste: "Non abbiamo apportato alcun cambiamento alle nostre catene di fornitura, né ai nostri metodi di instradamento delle merci trasportate via mare. Non abbiamo avvertito la necessità di farlo, e, se fossimo stati costretti a mutare il modo con cui distribuiamo i nostri prodotti, sarebbe stata in un certo qual modo una vittoria per i terroristi nel senso che sarebbero riusciti ad influenzare i nostri metodi operativi".

Eppure, Leandri dell'AUTF dichiara: "Le principali industrie francesi al momento stanno lavorando sui meccanismi della crisi in relazione alle proprie catene di gestione delle forniture". Ciò può comportare provvedimenti al fine di contrastare i rischi sulla sicurezza nonché tener conto dei fattori inerenti alla minaccia terroristica e, perché no, della recessione economica".

Bircher della Lonza proclama: "La recessione economica, e gli effetti dell'11 settembre, non hanno comportato in realtà conseguenze sul nostro traffico marittimo, fatta eccezione per le spedizioni effettuate alla volta degli Stati Uniti, in cui si verificano ritardi allorquando i containers arrivano nei porti statunitensi, a causa dei controlli compiuti dalle autorità portuali sui carichi che sono molto più accurati di un tempo". Una conseguenza di ciò, secondo Bircher, possono essere i ritardi nei porti prima che i contenitori vengano rilasciati per la successiva consegna ai destinatari. Egli ha altresì accennato al fatto che la distribuzione dai porti USA alle destinazioni interne è divenuta più lenta, a causa dei controlli di polizia sulle patenti degli autisti e dei controlli di sicurezza presso i depositi merci.

Morin della Atofina trova che molti clienti globali ora mantengano scorte minori, il che - a suo giudizio - aumenta l'esigenza di una distribuzione che sia davvero just-in-time. Dato che poi in Europa la distribuzione è resa più lenta dagli intasamenti stradali, egli ritiene che i clienti ora debbano accettare la realtà di tempi distributivi più lunghi.

Le tariffe dei noli marittimi più bassi equivalgono a margini di profitto più esigui per gli spedizionieri che movimentano traffico per i caricatori su base contrattuale o nelle vesti di agenti. Al contrario, per i gruppi spedizionieristici e logistici maggiori che operano su base mondiale, l'attuale importanza attribuita alla efficace gestione della catena delle forniture - che implica le garanzie consistenti in tempi di viaggio definiti con precisione - offre loro nuove opportunità.

Infatti, il direttore generale della Kuehne & Nagel, Klaus Herms, nel presentare i risultati del gruppo per i primi nove mesi del 2001, ha affermato: "Il concentrarsi sulla logistica integrata ad alto valore e su soluzioni relative alla gestione della catena delle forniture ingenera chiari risultati, e costituisce un sistema vantaggioso in un periodo di recessione economica". Nel corso di un periodo in cui la pressione sulle tariffe ha creato difficoltà al settore del trasporto merci marittimo, egli ritiene che la Kuehne & Nagel abbia conservato elevati livelli di risultato in ragione dell'accettazione da parte del mercato dei loro servizi a valore aggiunto e della integrazione delle attività di trasporto marittimo e di logistica.

Gli eventi del 2001 hanno reso evidenti conseguenze ben delineate. Molti spedizionieri minori che si limitano alla movimentazione di traffico containerizzato per i propri clienti in qualità di meri agenti potrebbero scomparire. Ma la aumentata rilevanza della gestione della catena delle forniture, unitamente all'affievolito potere contrattuale dei vettori marittimi, sembra destinata a potenziare il potere a livello globale dei più o meno 10 gruppi spedizionieristici e logistici globali.

I caricatori, malgrado i problemi comportati dai più elevati costi delle assicurazioni dovuti ai rischi di guerra su determinati traffici, si accingono ad usufruire (o lo fanno già) di tariffe di nolo che possono dirsi veramente basse in termini di costi reali. Gli è caduto in braccio un periodo di boom.
