Ottimi risultati per Port Klang

Port Klang movimenta più della metà dei carichi della Malaysia ed è costituito da due terminal contenitori privatizzati cui comunemente ci si riferisce come al Porto Nord ed al Porto Ovest.

Nel 2004, il Porto Nord ha movimentato 2,7 milioni di TEU, con un incremento del 6,5%, che rappresentano quasi il 52% dei traffici complessivi di Port Klang. Per quanto riguarda le attività convenzionali, il Port Nord ha movimentato volumi complessivi di 6,9 milioni di tonnellate, facendo registrare una crescita del 3%.

Il Porto Nord effettua operazioni presso il CT1 (Container Terminal 1), il CT2 (Container Terminal 2) ed il CT3 (Container Terminal 3); il CT1 ed il CT2 assieme offrono 2.735 metri di banchine lineari.

I terminals sono equipaggiati con 24 gru a cavaliere a terra in totale; tra loro vi sono unità post-panamax e super-post-panamax, che a loro volta sono supportate da una flotta di straddle-carriers, RTGs, movimentatori, trailers, elevatori e forca ed impilatrici.

Il Porto Nord ha destinato 170 milioni di ringgit malesi (45 milioni di dollari) a vari progetti di sviluppo portuale nel corso degli ultimi due anni, una importante porzione dei quali è stata assegnata allo sviluppo del piazzale per il deposito di contenitori, alla conversione degli ormeggi ed all'acquisto di altre attrezzature.

Lo sviluppo del nuovo CT3 del Porto Nord ha comportato la conversione degli ormeggi 12, 13 e 14 da infrastrutture convenzionali a molo multiuso. Con un pescaggio longitudinale di 15 metri, il CT3 sarà l'ormeggio più profondo del Porto Nord e sarà in grado di accogliere le più grandi portacontainers del mondo.

I lavori sono ben avviati, tanto che il completamento era previsto per il mese di marzo. Allorquando sarà stato ultimato, il CT3 assicurerà al Porto Nord una lunghezza aggiuntiva di banchina di 178 metri fino a raggiungere un totale di 2.913 metri, con un incremento annuo della capacità in termini di risultati pari a 4 milioni di TEU.

Al fine di agevolare un carico/scarico più rapido, il Porto Nord ha recentemente ordinato tre gru super-post-panamax per il CT3, che faranno aumentare ad otto il numero delle unità del terminal, con consegna prevista nel prossimo mese di ottobre.

Inoltre, nell'ambito del programma di riduzione dell'affidamento sulle straddle carriers alla luce dei crescenti volumi containerizzati, il Porto Nord ha altresì ordinato quattro RTGs, non solo per supportare le operazioni terrestri, ma anche per conseguire una maggiore utilizzazione dello spazio presso i piazzali containerizzati. Anche la consegna di questo equipaggiamento è prevista per ottobre.

Il Porto Nord sta sviluppando altresì 8 ettari di area per il deposito di contenitori, che faranno aumentare gli spazi per contenitori a disposizione del terreno di altri 1.400 TEU. Ci si aspetta che il piazzale sia pronto per le operazioni commerciali entro la fine del primo trimestre di quest'anno.

Anche lo sviluppo del piazzale aperto presso il parco distribuzione dovrebbe iniziare ad essere operativo per la stessa data. Allorquando sarà stato completato, esso non offrirà solo un uso maggiormente flessibile del territorio ai fini del deposito contenitori ma consentirà altresì l'utilizzazione dell'area quale terminal auto se e quando richiesto.

Sono in corso modifiche ai varchi per il CT2 ed il terminal convenzionale allo scopo di migliorare il sistema complessivo di ricezione e consegna e di agevolare una migliore, più rapida e più sicura movimentazione dei carichi da e per il Porto Nord. I lavori dovrebbero essere completati entro agosto.

In relazione a questo impressionante programma di investimento, Dato Basheer Hassan Abdul Kader, amministratore delegato e direttore generale del Porto Nord, promette: "Continueremo ad esplorare le opportunità di allargare il nostro mercato e di assicurare un ambiente esente da seccature unitamente ad un'ampia gamma di attività a valore aggiunto, allo scopo di ingenerare un'ulteriore crescita a vantaggio dei nostri clienti".

Basheer è ottimista circa le prospettive per il 2005 sulla scorta di un'altra annata fiorente per il settore marittimo. Infatti, malgrado il fatto che la "concorrenza continuerà ad essere intensa alla luce della nuova capacità terminalistica in corso di installazione presso la maggior parte dei porti della regione, noi ci aspettiamo ancora - salvo circostanze imprevedibili - di conseguire una crescita del 10% il prossimo anno" afferma.

Parte dell'incremento sarà una conseguenza dell'aumento dei traffici di trasbordo. "Rappresentando il 35% dei nostri volumi containerizzati movimentati complessivamente, ci si aspetta che il trasbordo alimenti la crescita dei porti locali nel 2005. Inoltre, ritengo che il trasbordo significhi più del mero carico/scarico dei contenitori sui moli ed offra opportunità per i servizi a valore aggiunto" aggiunge Basheer.

In retrospettiva, il 2004 è stato un ottimo anno per il settore marittimo e questo ha apportato immensi vantaggi agli operatori portuali interasiatici. Tuttavia, l'improvviso aumento della domanda per i servizi marittimi, derivante da una generale ripresa economica globale, a sua volta ha condotto ad una carenza di capacità marittima.

Questo fattore, unitamente all'aumento delle tariffe di noleggio - specialmente in relazione alle navi portacontainers, le cui tariffe sono salite di oltre il 100% nel corso dell'anno - ha spinto le linee di navigazione a rinnovare i propri servizi, ottimizzando l'utilizzazione delle navi. Questa reazione a sua volta ha comportato conseguenze di segno contrario sull'assegnazione degli spazi a Port Klang.

E, date le sfavorevoli condizioni quali la congestione presso i porti della costa occidentale USA ed i tifoni che hanno colpito alcuni dei principali porti dell'Estremo Oriente, alcune linee di navigazione hanno scelto di omettere Port Klang, in modo da regolarizzare i propri orari di servizio che erano stati afflitti dai ritardi causati alle navi altrove.

Tuttavia, la dirigenza del Porto Nord sostiene con fermezza che sia Port Klang nel suo complesso, sia il Porto Nord non hanno problemi di congestione. La situazione ha cominciato a stabilizzarsi per il Porto Nord, ma l'amministrazione portuale sta ancora facendo pressioni sulle linee di navigazione affinché rivedano i propri attuali programmi in ordine al recupero degli orari.

Per il futuro, gli osservatori del settore ritengono che il Porto Nord non possa espandersi indefinitamente e che, ultimati tutti i miglioramenti apportati agli ormeggi, ai piazzali ed alla produttività, la capacità prevista sarà raggiunta entro il 2010. E poi, che cosa accadrà?

Risponde Basheer: "Tutto quanto ha una sua capacità determinata. Noi siamo operatori terminalistici e non l'autorità portuale che gestisce l'intero porto. Quindi, penso che questa domanda dovrebbe essere indirizzata a loro, di modo che possano spiegare che cosa hanno in mente per il futuro".

Aggiunge Basheer: "Ci sono due operatori dislocati in due siti a Port Klang. Tuttavia, esistono altre zone periferiche che si suppone siano state designate a fini di sviluppo ai sensi del piano portuale. Non abbiamo idea se esso sarà sviluppato o meno e, nel primo caso, da chi. Potrebbe essere uno di noi oppure un terzo operatore.

"Nel frattempo, non credo che ci sia una fretta così disperata. Possiamo ancora effettuare operazioni con il terminal e conseguire profitti con una certa quota di mercato. Abbiamo un certo numero di miglioramenti in corso e ci vorrà qualche anno prima che la questione diventi pressante.

"Di certo, non abbiamo piani immediati in ordine ad ulteriori sviluppi del nostro terminal, ma questo non vuol dire che non cercheremo altre alternative in futuro, forse anche all'estero" conclude Basheer.

L'altro terminal contenitori all'interno di Port Klang è il Kelang Multi-Terminal, cui normalmente ci si riferisce come Porto Ovest, che appartiene per il 30% alla Hutchison Port Holdings.

Nel 2004, il Porto Ovest ha assistito alla crescita dei propri volumi sino a 2,56 milioni di TEU, con un aumento dell'11% rispetto ai 2,3 milioni di TEU nel 2003, che rappresentano il 48% dei volumi complessivi del porto, pari a 5,2 milioni di TEU. Per il 2005, l'amministrazione del Porto Ovest prevede un risultato "tra i 2,85 ed i 2,9 milioni di TEU".

Le cose dovrebbero essere più difficili quest'anno e vi sarà un guadagno percentuale minore "per tre ragioni principali" afferma Tan Sri Gnanalingam, presidente esecutivo del Kelang Multi-Terminal (Porto Ovest).

"In primo luogo, la crescita delle importazioni/esportazioni dell'hinterland locale si è stabilizzata dopo molti anni di crescita dovuta a nuovi volumi.

In secondo luogo, i volumi di crescita del trasbordo si sono fermati e non si prevede che aumentino.

Terzo, infine, i tre porti della regioni maggiormente importanti, cioè Port Klang, PTP e PSA, adesso offrono grosso modo lo stesso livello di servizio, efficienza e gestione. Perciò, non vi sono più vantaggi per i principali vettori nel cercare di mettere un porto contro l'altro e nel provare a ridurre le tariffe od a ottenere una priorità nel servizio.

Non è probabile che si verifichino iniziative di qualche rilievo da parte dei principali operatori attualmente sul mercato. Di conseguenza, nel 2005 si continuerà a crescere, ma si tratterà per lo più di una crescita organica basata sulle prestazioni dell'economia mondiale, piuttosto che su qualche mutamento nell'economia malese".

Il Porto Ovest comprende una lunghezza di ormeggio di 2.000 metri ed un piazzale per contenitori da 160 ettari. Il terminal, peraltro, sta sviluppando ulteriori 600 metri di banchina con 16,5 metri di profondità longitudinale ed un piazzale per contenitori da 20 ettari; tutto quanto, dovrebbe essere pronto ad aprile.

Le attrezzature al Porto Ovest comprendono 20 gru da banchina, 61 RTGs ed un'ampia gamma di equipaggiamento di supporto, ma esso sta acquisendo altre quattro gru super-post-panamax Mitsui da banchina e 12 RTGs, che incrementeranno i livelli complessivi di equipaggiamento sino a 24 gru da banchina e 73 RTGs.

Il porto offre una capacità di circa 4,5 milioni di TEU - basata sull'attuale movimentazione di circa 13.000 contenitori al giorno, 365 giorni all'anno - ed alcuni hanno suggerito che il Porto Ovest ha intenzione di espandere alla fine il terminal sino a farlo diventare un mega-hub regionale. Gnanalingam, peraltro, afferma che questa illazione "non corrisponde a verità ed anzi ne è lontana".

"Noi facciamo affidamento su due tipi di carico" spiega. "In primo luogo esistono i carichi nazionali d'importazione ed esportazione, i quali sono molto importanti per noi; in secondo luogo c'è il trasbordo, anche quello importante.

Tuttavia, noi facciamo assegnamento principalmente sui carichi dell'industria nazionale dell'hinterland locale. Perciò, dal momento che i cosiddetti mega-hubs sono sempre delle infrastrutture di trasbordo, noi non diventeremo mai del tutto un mega-hub. Saremo sempre un'infrastruttura doppia ed è così che la vogliamo".

I problemi di produttività sono stati un oggetto del contendere per il Porto Ovest per qualche tempo. E, dopo i commenti negativi da parte di alcuni osservatori dell'industria, Gnanalingam accoglie favorevolmente l'opportunità di far registrare buoni risultati in questo senso.

"Nel corso degli anni abbiamo incrementato l'efficienza e siamo orgogliosi della nostra forza-lavoro assai esperta. Dieci anni fa conseguivamo 20 movimentazioni all'ora, adesso ciò è stato incrementato di oltre il 50% sino a circa 30 movimentazioni all'ora. E, per la fine di quest'anno, la nostra intenzione è quella di conseguire 35 movimentazioni all'ora in media.

Non molti hanno realizzato che nel 2004 abbiamo ottenuto 365 movimentazioni all'ora su una nave utilizzando sei gru; ciò, fornisce un'indicazione circa la nostra capacità produttiva" afferma.

E riguardo alle possibilità di lavorazione nel Porto Ovest delle 8.000 TEU che verranno? "Non lo consideriamo un serio problema" dichiara Gnanalingam. "Non solo confidiamo nella nostra abilità, ma stiamo già facendo fronte a qualsivoglia sfida in termini di produttività che possa insorgere continuando ad incrementare la produttività medesima. Lo stiamo facendo mediante colloqui con i clienti e le linee di navigazione, nell'ottica di raggiungere un accordo su un approccio congiunto.

Tutti trovano facile biasimare il porto a causa della scarsa produttività, quando molte linee di navigazione sono ugualmente colpevoli nel contribuire alla scarsa produttività" afferma Gnanalingam.

"Dal momento che le linee di navigazione cambiano i propri programmi fino a cinque volte al giorno, posso solo sperare che esse non gestiscano mai linee aeree. Se lo facessero, i loro passeggeri trascorrerebbero la maggior parte del loro tempo in attesa sulla pista, mentre gli aerei decollerebbero mezzi vuoti, oppure senza sapere dove stanno andando.

Noi ravvisiamo che parte del nostro compito al Porto Ovest sia quello di aiutare le linee di navigazione ad incrementare i loro livelli di produttività, di modo che anche noi possiamo incrementare la nostra a loro vantaggio".
