Posizione privilegiata dell'Italia nel Mediterraneo

Il quadro attuale dei volumi di traffico conferma l'assoluta prevalenza del trasporto su strada, sia nel traffico merci (oltre il 60%) che in quello passeggeri (oltre l'85%), con alcune importanti peculiarità:

· un'elevata concentrazione di traffico su alcune direttrici stradali: il 60 % circa dei flussi extraurbani si concentra su appena il 2% della rete stradale e autostradale;

· una squilibrata distribuzione territoriale della domanda di trasporto stradale, concentrata per oltre la metà in cinque Regioni: Piemonte, Lombardia, Liguria, Veneto ed Emilia Romagna;

· un'elevata quota di movimentazione delle merci su brevi e medie distanze (il 75% dei viaggi si svolge entro i 200 km) a causa della notevole polverizzazione della struttura produttiva e commerciale.

Lo squilibrio modale a favore della strada assume dimensioni maggiori rispetto ad altri Paesi europei sia nel segmento delle merci che in quello dei passeggeri in ambito urbano. Per i passeggeri si è assistito ad una continua diminuzione della quota del trasporto su ferro, a cui fanno riscontro i consistenti aumenti di quella su strada, aereo e su mezzi collettivi su gomma. Resta marginale la quota di traffico assorbita dal cabotaggio marittimo (intorno allo 0,6%). La prevalenza del trasporto stradale è particolarmente accentuata nelle aree urbane, ove si registra la progressiva caduta della domanda di trasporto pubblico.

Anche nel caso delle merci si registra una diminuzione costante negli ultimi venticinque anni della quota su ferro che attualmente si attesta sul 13-14%. Per gli scambi internazionali, le merci a basso valore aggiunto (70% del totale) viaggiano in maggioranza su mezzo navale, mentre per quelle a più alto valore aggiunto prevale il vettore stradale (intorno al 60%).

Per la costruzione degli scenari di domanda futuri, relativi sia al sistema dei passeggeri che a quello delle merci, il Ministero dei Trasporti e della Navigazione ha sviluppato un progetto finalizzato alla messa a punto di un Sistema Informativo per il Monitoraggio e la Pianificazione dei Trasporti (SIMPT).

Il SIMPT consente di supportare tre attività principali:

· il monitoraggio del sistema in termini di domanda ed offerta;

· la definizione delle politiche dei trasporti;

· l'offerta di informazioni agli operatori.

L'architettura funzionale del sistema si basa su dati di ingresso relativi all'offerta di trasporto, agli scenari macroeconomici ed a quelli socio-demografici e su componenti modellistiche riguardanti la domanda, l'assegnazione alle reti di trasporto e la stima dei vari tipi di impatto.

Per le valutazioni relative al prossimo decennio sono stati elaborati due scenari per la domanda di medio e lungo raggio: quello "alto" si caratterizza per una crescita media annua del valore aggiunto pari all'1,84% per i beni materiali e dell'1,85% per i servizi; quello "basso" per un tasso di crescita dell'1,3% per i beni materiali e dell'1,45% per i servizi (Tabella 1).

In tale quadro, per i passeggeri, la domanda al 2010 aumenterebbe del 16% rispetto al 1998 nel caso di scenario "basso" e del 36% nello scenario "alto". Il peso relativo della strada resterebbe preponderante in entrambi gli scenari, rappresentando circa l'85% della domanda complessiva, il treno si attesterebbe sul 10% mentre Autobus di linea e trasporto aereo restano marginali rispettivamente con circa il 4% e l'1% ciascuno (Tabella 2). Si tratta di dati tendenziali che non tengono conto degli effetti derivanti dall'attuazione delle politiche proposte nel Piano tese al riequilibrio modale.

Per le merci l'incremento della domanda si attesterebbe intorno al 16% nel caso di scenario "basso", e supererebbe il 30% nello scenario "alto". Anche in questo caso, in assenza di misure correttive, il peso relativo della strada rimarrebbe preponderante (circa il 90% della domanda), mentre il treno e il cabotaggio marittimo si attesterebbero rispettivamente a cira il 3% ed il 7% (Tabella 3).

Con riferimento ad entrambi gli scenari di crescita si sono considerate diverse ipotesi di politica dei trasporti, variando gli interventi secondo una scala che va dalla accettazione dell'attuale riparto modale (scenario tendenziale) fino a politiche volte a spostare quote significative del traffico, passeggeri e merci, dalla strada agli altri modi (scenario di riequilibrio e razionalizzazione modale).

Lo scenario di riequilibrio modale ipotizza variazioni significative delle prestazioni delle diverse modalità (velocità e frequenza dei collegamenti, tempi di corsa, etc.), dei prezzi relativi, dell'organizzazione delle imprese, tutte orientate a conseguire il "massimo riequilibrio modale possibile". Le previsioni relative a tale ultimo scenario vanno quindi intese come tendenze possibili, la cui realizzazione presuppone, tuttavia, notevoli interventi infrastrutturali e organizzativi.

Nel caso dello scenario di riequilibrio modale, per il trasporto passeggeri (Tabella 4), si prevede una riduzione della quota del trasporto su strada (-1,6%). Di converso aumenta il peso relativo della ferrovia (+1,9% di quota modale) e dell'aereo (+0,4% di quota modale).

Risultati analoghi al trasporto passeggeri si prevedono per le merci (Tabella 5) con una riduzione della quota modale per la strada (-2,7% nello scenario "alto" e -2,2% nello scenario "basso") ed un correlato aumento della ferrovia (rispettivamente +2,4% e+ 2,2%).

Va tuttavia sottolineato che i risultati riportati non sono necessariamente tutti desiderabili né conseguibili, a parità di infrastrutture ed organizzazione.

Ad esempio la dimensione della crescita del trasporto aereo può compromettere gli obiettivi di contenimento dei consumi energetici e potrebbe essere incompatibile con la capacità dei terminali aeroportuali. Un discorso analogo riguarda il trasporto ferroviario dove la crescita del trasporto merci potrebbe essere limitata da vincoli di offerta (capacità delle infrastrutture e organizzazione dei servizi). In definitiva le previsioni di riequilibrio modale vanno considerate come uno strumento per la individuazone delle priorità di intervento infrastrutturale e non necessariamente come dei "futuri" possibili. Infatti lo scenario di riequilibrio modale rappresenta una condizione estrema di massimo riequilibrio possibile con le misure previste.

Per quanto riguarda il traffico internazionale si prevede che l'interscambio di prodotti manifatturieri crescerà tra il 1998 e il 2010 di oltre due volte il livello attuale in Estremo e Medio Oriente, di due volte in Europa orientale, di una volta e mezzo nelle Americhe e raddoppierà in Europa occidentale.

Dall'analisi condotta attraverso il SIMPT emerge che l'area mediterranea, europea e non, nel prossimo decennio beneficerà in modo particolare del rapido sviluppo dell'interscambio mondiale, soprattutto per quello che ha come origine e destinazione l'Europa occidentale. In particolare l'interscambio con l'Italia dei Paesi del Sud del Mediterraneo crescerà tra il 2000 e il 2010 ad un ritmo del 10% annuo, contro il 7,2% del decennio precedente. A ciò si aggiungeranno i flussi relativi ai prodotti energetici provenienti dai paesi del Mediterraneo e del Medio Oriente.

L'interscambio tra l'Europa nel suo complesso e l'Italia da un lato ed i Paesi dell'Estremo Oriente dall'altro produrrà un corrispondente aumento dei flussi di traffico che dovranno transitare nel Mediterraneo. Inoltre, se gli scali del Mediterraneo risulteranno sufficientemente competitivi, potrà aggiungersi una parte di quei flussi di traffico con l'America che oggi transitano nei mari del nord.

L'Italia si trova quindi in una posizione geograficamente privilegiata sia in quanto produttore di manufatti, sia in quanto paese in grado di offrire servizi logistici e di trasporto per il traffico di transito destinato alle varie zone d'Europa.

I risultati confermano che entrambi gli scenari considerati producono un livello di domanda di trasporto cui l'attuale livello di offerta non è in grado di rispondere. Anche nell'ipotesi più conservativa sulla domanda di trasporto sono infatti necessari più interventi sul sistema complessivo dell'offerta, per renderlo compatibile con l'evoluzione attesa della domanda.
