Coordinamento delle iniziative

I nuovi indirizzi di politica dei trasporti rafforzano e motivano l'investimento pubblico nella ricerca. Essi individuano infatti modelli organizzativi, procedure di programmazione degli interventi e fabbisogni di nuove tecnologie che esigono un'ampia base di studi e conoscenze in aree disciplinari molto diverse: studio di metodologie per la pianificazione e la gestione dei sistemi di trasporto, analisi e regolazione dei mercati, ricerca tecnologica nel campo dei veicoli, delle infrastrutture, degli equipaggiamenti ausiliari, dei sistemi telematici.

La ricerca non può essere affidata esclusivamente all'iniziativa privata o a programmi disarticolati di finanziamento pubblico, sia per il preminente interesse pubblico in alcuni campi (ambiente, sicurezza) sia per le positive ricadute sulla collettività, non altrimenti possibili a causa dell'alto rischio imprenditoriale.

E' questa l'esperienza di tutte le nazioni sviluppate, ove sono stati promossi piani pluriennali per lo sviluppo di metodologie e strumenti per la pianificazione e gestione dei sistemi di trasporto e per la progettazione e realizzazione di nuove tecnologie sia per i veicoli e le infrastrutture, sia per i sistemi di controllo.

Sulla base delle esperienze estere e dei precedenti programmi realizzati in Italia, si rende necessaria l'istituzione di un Centro Nazionale di Ricerca sui Trasporti (CNRT), di dimensioni contenute. Il Centro, oltre alle funzioni normalmente svolte da una struttura di ricerca, sviluppo e diffusione delle conoscenze su temi di interesse generale, potrà offrire servizi e consulenza alle Amministrazioni pubbliche, anche promuovendo e coordinando programmi di base tecnologica sui temi individuati dalle Amministrazioni stesse e da altri soggetti istituzionali; in tale caso si potrà ricorrere ad affidamenti esterni sulla base dei meccanismi concorsuali usati nell'Unione Europea, i quali prevedono compartecipazioni finanziarie. Inoltre il Centro potrà svolgere un monitoraggio delle iniziative di ricerca in campo nazionale e internazionale, nonché un'azione di promozione e coordinamento della partecipazione italiana alla elaborazione della Normativa comunitaria e ai programmi di ricerca della UE.

I temi di ricerca più strettamente connessi con il PGT sono: metodi, strumenti e procedure per la pianificazione strategica dei sistemi di trasporto e della pianificazione del territorio; analisi dei mercati e dell'organizzazione delle aziende; analisi dei sistemi di trasporto delle merci e della logistica; metodi e applicazioni per il trasporto urbano e metropolitano; tecnologia di navigazione e sorveglianza e sistemi telematici per il controllo e l'informazione; tecnologie dei veicoli, dei propulsori e dei carburanti; sicurezza stradale; innovazione delle infrastrutture di trasporto.

La ricerca sui trasporti potrebbe essere finanziata con una aliquota rilevante dell'1% degli "stanziamenti relativi agli investimenti nei settori dei trasporti aereo, marittimo e terrestre" previsti dall'art. 30 della legge 144 del 17.5.1999 per finanziare "attività di studio, consulenza e ricerca di base e tecnologica". Il contributo pubblico dovrebbe coprire le spese di funzionamento ordinario del CNRT (circa 10 miliardi l'anno) e cofinanziare programmi di ricerca di base e tecnologica - da affidare a soggetti esterni - per circa 50 miliardi l'anno.

Altri flussi potrebbero giungere dal mercato della ricerca nazionale e internazionale, nonché da convenzioni con istituzioni su tematiche specifiche.

La quota di finanziamento pubblico dovrà fungere da catalizzatore di altri finanziamenti sia della UE che di soggetti privati. Una volta a regime, il CNRT potrebbe contare anche su una quota di autofinanziamento proveniente dai brevetti e dalle royalities, come già accade nelle istituzioni similari.

E' evidente che la complessità del processo di cambiamento e razionalizzazione del sistema di trasporto in Italia richiede la disponibilità di adeguate risorse umane e professionali. Le esperienze già consolidatesi in altri paesi europei dimostrano infatti che una riforma tecnica, economica ed organizzativa del sistema di trasporto imponela progettazione di interventi formativi ad hoc rivolti alla preparazione tecnica e manageriale sia delle risorse professionali presenti sia di quelle da inserire nelle organizzazioni pubbliche e nelle imprese di trasporto. Il rinnovamento del "capitale umano" coinvolto nella pianificazione, regolazione, progettazione, costruzione e gestione dei sistemi di trasporto deve realizzarsi infatti sia tramite l'inserimento di nuovo personale adeguatamente preparato dal sistema educativo del Paese, sia mediante iniziative di sviluppo e aggiornamento del personale già operativo.

E' quindi possibile specificare due distinte tipologie di fabbisogno formativo:

- una, prioritaria per la maggior urgenza, si riferisce al fabbisogno di aziende pubbliche e private di riqualificare le risorse professionali già esistenti (prevalentemente a livello dirigenziale e manageriale) o di acquisire nuove risorse per le unità organizzative di nuova costituzione.

- la seconda tipologia interessa il sistema formativo di base, scolastico e universitario, e si esplicita nell'esigenza di attivare interventi formativi integrativi per le competenze distintive dei trasporti.

Seguendo l'articolazione del PGT è possibile individuare il fabbisogno formativo delle organizzazioni pubbliche responsabili della pianificazione, progettazione, regolazione e controllo dei sistemi di trasporto distinguendo tra: trasporto locale, ambiente e sicurezza, trasporto passeggeri a media e lunga percorrenza, infrastrutture. Il patrimonio professionale già esistente dovrà essere integrato sviluppando competenze nel management e nel marketing e nell'analisi e ridisegno dei processi organizzativi.

Destinatario degli interventi formativi per il trasporto locale è il personale delle Regioni, delle Province e dei Comuni onde creare o rafforzare le seguenti figure professionali: esperto di pianificazione dei Sistemi di Mobilità Regionali; esperto di pianificazione di Sistemi di Mobilità Locali (ambito urbano e metropolitano); esperto della contrattualistica; esperto dei sistemi di controllo e regolazione del traffico.

Per la sicurezza e qualità ambientale il fabbisogno formativo riguarda i tecnici per la mobilità sostenibile e gli esperti di sicurezza stradale.

Le figure professionali necessarie per il trasporto a media e lunga percorrenza sono quelle di esperto della programmazione dei servizi di trasporto a media e lunga distanza.

Per le infrastrutture sono quelle di pianificatore dei trasporti e del territorio e di progettista e gestore delle infrastrutture.

Per il fabbisogno formativo nelle imprese di trasporto merci e logistica è necessario sviluppare alcuni profili professionali riferibili a due aree tematiche distinte: l'area delle piattaforme di coordinamento e interscambio di flussi logistici e il sistema delle imprese logistiche e di trasporto stradali e portuali.

L'inserimento di neolaureati e neodiplomati già dotati di competenze tecniche potrà velocizzare il cambiamento, ma è tuttavia necessario prevedere una integrazione dell'offerta formativa proposta nella Scuola secondaria superiore e nelle Università.

I nuovi percorsi formativi dovranno essere realizzati in coerenza con precisi standard di qualità e di efficienza; è quindi necessario stabilire una modalità adeguata a definire le linee guida e a certificare le diverse iniziative ed a tale scopo un primo utile riferimento può essere il ricorso a corsi pilota.

In aggiunta a tale attività di standardizzazione va valutata la possibilità di introdurre procedure di riconoscimento ufficiale delle iniziative formative. Un esempio è rappresentato dall'esperienza consolidata in alcuni Paesi europei, in cui si sono da tempo costituiti degli organismi di certificazione dell'offerta formativa relativa ai sistemi di trasporto.

La definizione delle modalità di affidamento e finanziamento dovrà essere chiarita in relazione ai singoli corsi da avviare. Per il personale delle organizzazioni pubbliche si potrà fare riferimento alle procedure di gara già sperimentate per la formazione di aggiornamento di altre figure professionali. Potrà ad esempio valutarsi l'opportunità di affidare i corsi in lotti composti su base regionale in modo da consentire economie di scala.

L'assegnazione delle risorse finanziarie sarà invece determinata attraverso il confronto tra i diversi enti amministrativi potenzialmente titolari di fondi per la formazione professionale: Ministero del Lavoro, Ministero della Pubblica Istruzione, Ministero dell'Università e della Ricerca scientifica, Ministero dei Trasporti e della Navigazione, Regioni, Province e Comuni.

Ai fini del corretto sviluppo delle iniziative di formazione è necessario costituire un Comitato di coordinamento tra le diverse organizzazioni ed enti interessati.
