ASSOCIAZIONE IMPRENDITORIALE E COMMERCIALE ITALO VENEZUELANA

Sebastiano Gattorno Sono molto lieto di ospitare a Genova, nella sede del gruppo Serra-SGF, nel palazzo Di Negro antico testimone della storia mercantile genovese, questo evento importante che sigla, con la sottoscrizione dell'atto costitutivo della Associazione italo/venezuelana, il riavvicinamento di due Paesi che lontani non sono mai stati per cultura, esperienze ed interessi ma che, negli ultimi anni, per cause congiunturali piuttosto che strutturali, si sono allontanati, senza tuttavia mai tagliare quel legame che prescinde dai flussi di interscambio e si fonda su radici socio/culturali comuni e vicende economiche simili.

Perché l'associazione ha deciso di basare la propria sede italiana a Genova?

Ho detto poc'anzi delle radici e delle esperienze comuni e davvero Genova è la città che con il Venezuela ha intrattenuto, in passato e per molti anni, le maggiori relazioni commerciali.

Il nostro porto è stato a lungo il punto di origine e di destinazione dei principali movimenti di merci "da" e "per" l'America Latina e, ancora prima, è stato il punto di partenza dei flussi migratori che hanno portato molti italiani, e molti genovesi, a stabilirsi in Venezuela ed a sviluppare lavoro, contribuendo alla crescita economica di quel Paese e mantenendo, attraverso Genova, i legami con la madre patria.

La crisi dell'industria pubblica, che ha portato alla dissoluzione dei rapporti preesistenti, ha posto le imprese private genovesi, che si erano nel frattempo caratterizzate per la fornitura di servizi di supporto, dinanzi al dilemma se abbandonare le relazioni con il mercato sud americano oppure assumere in proprio l'onere di mantenere il collegamento con tale realtà.

Realtà che era ed è significativa, nonostante stia ancora passando, come già è successo anche a noi, attraverso una riconversione industriale che, abbandonando i settori di base, intende "traghettare" il Paese verso un nuovo sistema produttivo, meglio integrato nello scenario mondiale, ma in cui si evidenziano le carenze del tessuto locale specialmente per quanto riguarda il terziario avanzato.

Che il Venezuela sia una realtà significativa lo dicono i numeri e lo sostiene l'impegno che il Governo sta dimostrando nel promuovere il proprio Paese all'estero, fornendone un'immagine di affidabilità che è frutto di impegno politico/programmatico serio e duraturo.

In termini di cifre basta considerare i valori attuali dell'export e dell'import con l'Italia (rispettivamente di 695 e 364 miliardi) per capire che esistono notevoli e consistenti possibilità di crescita.

Ma non è solo il traffico che può e deve interessare, perché se i flussi fisici sono importanti sono ancora più stimolanti le possibilità di investimento da parte delle imprese italiane attivabili direttamente, attraverso joint venture ovvero partecipando, con il proprio know how e le proprie tecnologie, alla realizzazione di progetti infrastrutturali finanziabili con modelli di project financing.

Oggi il Venezuela è un Paese particolarmente appetibile per gli investitori esteri, anche perché sono state create le condizioni, normative ed economiche, per garantire gli investimenti operati da capitale straniero.

Da questi punto di vista Il programma di stabilizzazione economica, varato dal Governo lo scorso anno, ha ulteriormente migliorato la solvibilità del Paese nei confronti dei propri creditori. Esso ha infatti ottenuto nuovi crediti dalle Organizzazioni Finanziarie Internazionali ed ha ridotto la propria posizione di rischio passando, nella classifica Euromoney del 1996, all'87° posto su 178 paesi, dopo che nel 1995 si trovava in 79° posizione su 181 paesi.

A ciò si aggiunge un fattore nuovo, che stimola nuove alleanze, promuove lo sviluppo e sottende la crescita economica attraverso l'interscambio di professionalità e di competenze.

Tale fattore è ciò che noi tutti conosciamo come "globalizzazione dei mercati" e che con il quale non ci si riferisce soltanto allo sviluppo di una rete produttiva dilatata, che spinge i Paesi industriali a spostare le proprie produzioni in altri Paesi, diversi da quelli di consumo, fra i quali appunto l'America Latina. Esso porta con sé un fenomeno più ampio, che significa anche analogo trasferimento di capitali, sviluppo e condivisione di tecnologie, formazione di nuove professionalità, realizzazioni di piani infrastrutturali: significa, in altre parole, da un lato nuove opportunità di business, dall'altro occasione di crescita economica e miglioramento della qualità della vita.

A questo punto occorre tuttavia una precisazione. La logistica, che è strategica nei processi di internazionalizzazione dei mercati e che costituisce il punto di partenza della nuova associazione, non è né vuole esserne l'obiettivo unico e nemmeno prioritario.

Certamente la logistica è una delle necessità e delle possibilità di sviluppo sulle quali, insieme con le Istituzioni italiane e venezuelane, è possibile ed opportuno impegnarsi da subito ma l'obiettivo è quello di confrontarsi con tutto il mercato, operando ad ampio raggio su tutti i fronti produttivi con proposte, iniziative e progetti, che creino concreti presupposti di crescita e nei confronti dei quali l'Associazione si pone come canale preferenziale fra America Latina, Italia ed Unione Europea.

Perché Serra-SGF?

Perché il nostro gruppo, che è presente attraverso la Luigi Serra Spa in Brasile, Cile ed Argentina e che da tempo pensava ad un'espansione in Venezuela, dispone in quest'area di rapporti di affari che sono stati avviati e quindi consolidati su progetti mirati nei quali ha dimostrato il proprio interesse per la regione, ha applicato il proprio know how logistico e si è affermato come operatore avvezzo a muoversi sul mercato globale per conto di grandi realtà industriali.

Inoltre, per quanto mi riguarda, è da anni che sostengo la necessità di creare in Italia ed in Europa un comitato tecnico, nel quale pubblico e privato si confrontino sulla base di piani e progetti concreti per risolvere le strozzature che contraddistinguono il nostro Paese e che, ancora una volta, non riguardano soltanto la logistica ma interessano il sistema creditizio, giuridico, amministrativo ed occupazionale.

Ecco perché sono particolarmente lieto di avere trovato degli interlocutori con i quali esiste piene sintonia e comunità di vedute ed insieme ai quali intendiamo lavorare per realizzare gli obiettivi dei programmi di sviluppo che i Governi dei rispettivi Paesi vorranno definire, essendo anche pronti a fornire quella consulenza tecnico/operativa che rappresenta una competenza tipica delle imprese private che conoscono i mercati internazionali e che serve ai Governi per operare scelte programmatiche allineate alle esigenze del business.

Queste sono dunque le considerazioni sulle quali si basa l'idea, che oggi è stata sottoscritta, di un'associazione tra imprenditori dei due Paesi che si configura come soggetto di sviluppo ed espressione di una nuova impresa, volta ad incrementare l'interscambio commerciale nel senso materiale ed immateriale cui ho poc'anzi accennato.

Apriamo pertanto il tavolo di lavoro ed offriamo a tutti gli imprenditori interessati la piattaforma, da oggi operativa, allo sviluppo della co-operazione bilaterale al fine di promuovere opportunità per il Venezuela in Italia ed in Europa e per i nostri Paesi in Venezuela.

Ho detto da oggi operativa perché già in questi giorni si stanno concretizzando partecipazioni significative e impegni concreti dei soggetti italo venezuelani presenti su progetti imprenditoriali che interessano i due Paesi.

Nello statuto, che sta alla base dell'Associazione, sono visibili le nostre intenzioni nella qualità di FIRMATARI-PROMOTORI di questa idea: massima apertura dell'Associazione "all'adesione di qualsiasi persona naturale o giuridica, enti, società e istituto bancario o finanziario che sia interessata agli obiettivi sociali della stessa".

Mi piace chiamarla IDEA perché nuova è la missione, concreta l'attività operativa, senza sostituire nessuna delle istituzioni e delle realtà esistenti ma costruire l'espressione di una nuova impresa che intende frenare la caduta dell'interscambio commerciale intesa non solo come flussi di export ma anche come lavoro ed investimenti italiani in Venezuela.

Questo l'obiettivo primario: al servizio delle istituzioni dei due Paesi nell'offerta di contribuire alle politiche di sviluppo economico e sociale indicate dai Governi sviluppando la cooperazione bilaterale e promuovendo opportunità per il Venezuela in Europa e per l'Europa in Venezuela.
